I recall that back then IBM was seemingly bothered about what they may 
have considered matters of proprietary technical information.   As a 
guess, more modern miffs may be copyright/license issues in a belief 
(mistaken or otherwise) that contributors ran/run z/vm and the like on 
unlicensed platforms to work out architectural kinks.  All that may be 
aside from patent issues, and hence could be what they additionally mean 
by "proprietary information".
