1980s?  I thought the US DOJ filed suit in the 1960's settlement
agreement unbundling hardware and software in the late 1970's, and the
DOJ allowed the agreement to phase out around 2000, when IBM was able
to lock in z/OS 64 operating systems to its own hardware.
