IEA304W SYSTEM WAIT STATE CODE 80009064 DURING IEAVNP10 INITIALIZATION

I know that this issue was discussed and closed back in 2016, but after reviewing all of the posts and comments and applying the fixes to the configuration files I am still at a loss.
 

 My issue is this.  I recently upgraded my workstation from a motherboard that only supported 8gig of memory to one that supports 32gig.  It's running an I5 4core Intel cpu running Windows 7 Professional.  Both systems have the Hyperion 4.1 version of Hercules and I am using the same configuration file for both systems.  On my old 8gig system, my z/OS 1.10 system IPLs fine and I have been running it for a couple of months on the old PC.  However, when I run the same exact OS and configuration file on the new 32gig system, I encounter the error mentioned in previous posts.  See below for the error:

 I can run the system using Hercules 3.07 fine on the new 32gig PC, but would like to use the latest version.  Any ideas?
