I was thinking Mailman.  I've got a server with Mailman (2.x) and would 
be happy to contribute to the community.

I think it's possible to have multiple moderators.  I know it's possible 
to configure keywords, which people can choose to receive (or not) 
messages for keywords.  (I will check to see if it's possible to cause 
messages with specific keywords to be held for moderation.)
