No.  Newsgroups (such as Usenet or PROFS FORUMs) are stored (and distributed) on a server (potentially many servers).  They can be viewed with some sort of “news reader” application.

I much prefer them to mailing lists as I can go back and review older messages (especially long running discussions) that are (sometimes) easier to follow rather than individual mail messages (and no digests don’t count).
