When you IPL the SysRes volume on zPDT it updates something.  Then when you
try to IPL under Hercules it won't come up.  Or they might have added
something else to block Hercules IPLs.

Or the LOADPARM ucb must point to your LOADPARM library which must contain
the IPL member with your suffix.
