I've got exactly same issue.  I've been playing around for days to try to get it to work. 

 Looks from your config file like you're host machine is using Linux.  I'm using Windows, and one thing I've found is that generic.prm statements all need to be on line 1.
 

 I'm trying with LCS and CTC devices for networking......relevant drivers get loaded.
 The 3 DASD are detected fine:

 I've tried pointing root to different locations
 e.g. root=/dev/ram0
 

 I've turned on rd.debug, but don't see any additional clues.

 Here's my current generic.prm (it's changing every 5 minutes as I try all kinds of things).
 One thing I'm not sure about is the "ip=" parameter.  The gateway IP address, 192.168.1.72, is my host PC IP address.  Not sure if that should be something else though.  I've tried the gateway IP address my Windows PC uses, 192.168.1.254, doesn't make any difference.
