Yes, you are 100% correct.  My version is:
  HHC01413I Hercules version 4.1.0.9426-SDL-g42b533fa (4.1.0.9426)

 So I guess that technically all I can really say is that this particular version works with z/OS 2.3, 2.2, 2.1 and 1.13.  I have not attempted to use it for anything before 1.13 as I was using the non-SDL non-Hyperion product.
