I know what this error is with 6.10 - you had a loadparm specified that wasn't "0000...." Set your loadparm to 0000 and IPL, and it will work.
 

 I managed to recreate this accidentally, then realised I'd got a loadparm of 0120 (my IPL device).
 IPL'ed with correct loadparm, and it booted just fine.
