It provides somewhat the same functionality as the linux tun/tap driver.. No winpcap, no capture, no injection... it's a programatic driver that creates a virtual ethernet L2/IP L3 layer that can be used to connect to the OS IP stack or bridged. How it's used is slightly different from the linux version (especially different naming) but you basically send and receive frames through it. Also means you can multiple LCS/QETH interfaces on a host. If you do that, windows, linux and mac (and whatnot) become pretty much unified.
