I did find some sample code that uses the OpenVPN tun/tap drivers... 
(you'll probably find it too).

It did look windows specific but how to interface it with hercules, I am 
not sure (and up to you really)

I believe there is still an opportunity for you to create that custom 
interface that will allow access to a much broader audience. (Wifi, 
bridged, unified linux/mac/Windows interface)

I sincerly believe the WinPcap/capture/inject was a solution at the time 
it was introduced (and it'brilliant - and it works) - but switching to 
OpenVPN tun/tap could be an even better option (but yes, it requires 
more work)
