I'm not sure what you are asking.

If you wish to import a PDS and create a new volume, check the Hercules 
utilities (IIRC, DASDLOAD should work).

If you wish to import the PDS to an existing volume, the answer depends 
on the operating system you use. Under MVS, use IND$FILE in your 3270 
session to copy the XMIT file (in binary TSO mode) to an MVS disk, then 
use the RMT370 utility to convert that file from XMIT format to restore 
the PDS.
