 this message comes from a temporary solution that was introduced to improve the IND$FILE file transfer performance, which had become kind of slow on Hyperion Hercules versions newer that 2013. Normally, the fast poll should kick in shortly after a file transfer starts and it should return to slow polling shortly after the file transfer terminates. That means one transition per file transfer, and no changes of the polling speed during normal interactive terminal usage. Sometimes, one initial transition can be seen during terminal activation after connection of the tn3270 session.
 

 So, clearly, that thing doesn't behave as expected on your system. Could you please provide some additional information:

 your hardware platform your OS type and version
 My first suspicion is that you are running on a slow platform (ARM et al) and my second suspicion is that you are running on a platform that behaves timing wise differently than the classics (Windows, Intel Linux), like Mac OS X.
