From what I remember the 91r is a cut down unit that has only one floppy and
won't take a hard disk so it will only run config a which doesn't have tcpip

Does anyone know the difference between a 3174-81R and a 3174-91R?

In the same line of thought, anyone have a 91R, with cables and disks that
