I can't tell you which one it was. I've a hercules config with only a sysres and TCP/IP Volume. In this environment  "SELECT CMD(%SSZMAIN  …. ended with RC=3. In my other config I've attached all volumes it works fine. So I mean, the difference is missing datasets. 
 

 The first Panel would now be displayed. But if I select first Subpanel I've got following error Messages:
 IRX0250E System abend code 0C4, reason code 00000004.                          
 IRX0255E Abend in host command DISPLAY or address environment routine ISPEXEC.
