IMHO destination 192.168.1.12 ( z/os) should have 192.168.1.2 (server address) as gateway.
Port 23 is fine if you are trying to connect as 3270 term on a z/os telnet pool.

But when I try x3270 or telnet the connection just hangs. What have I missed out?
