It is possible to do this by diag 8, but there are some security issues.
There is another one mechanism for mounting tapes via the "Automount
Support". Virtual tape devices supporting special ccw codes x'4B' for
mounting/unmounting and x'E4' extended sense for querying the actual
state. It's documented in HerculesGeneralInfo.pdf at point 5.6.7 and as
program example TMOUNT both for MVS and VSE.
