Does Herc support DIAG 540?

Hi All,

I am trying to start VM/ESA for the first time and I get these messages at
the IPL of the res volume:

The IPL cannot proceed after this, as the console (local 3270 device 200,
Vista TN3270) gets no response from the system.

I'm not sure if the DIAG 540 is an issue or if I have a configuration issue,
so I would appreciate any advice you can offer.

I have tried to attached my Hercules CNF files and the log from the startup.
I hope they come through.

Host system is Win10 Pro, Hercules version is SDL V4.2.1.
