The DIAG 504 thing is a red herring (I get it too, but it doesn't 
prevent IPLing).

If this is the pre-configured VM/ESA 2.4 I know, it expects a 3270 
device at 001F as a system console.

So change

#001F 3215-C

to

001F 3270

Once you are up and running you can always change your SYSTEM CONFIG 
file on maint's CF1 disk

PS : The CONS after your 200 device doesn't make it a console ! It just 
allows you to select that particular device at connection when using a 
TN3270E capable client.
