On Kevin Leonard's MVT, the COBOL compiler is located in SYS1.LINKLIB on volume ASPRES. I have attached that DASD to TK4-, the load modules on ASPRES have exactly the same sizes as those of TK4-. I have run a Hello world compile job using a STEPLIB DD pointing to the compiler on ASPRES and it fails with the XREF option on but runs without it.
