I inferred from your post and looking at your Hercules configuration
file that you are attempting to connect to a host external to your
Hercules configuration, namely WWW.JAZZSOFTWARE.CO.NZ.

Your IP addresses assigned to your LCS (and other device types
commented out that you have tried) are all private network addresses.  

To connect to this host with a public address from a device with a
private address requires a NAT (Network Address Translation) router or
firewall.  I do not know what kind of environment you are trying to
execute Hercules, whether it is in a corporate environment or from a
home network.

If you have such a router or firewall within your path, I strongly
suspect you have a routing issue.  Your network likely does not know
how to deliver packets to the Hercules guest.  You need a route in the
adjacent external router back to your Hercules host for the Hercules
guest IP address.  This is suggested by the fact that your Hercules log
shows packets leaving the LCS but none coming back (that I saw).

You do mention that you can ping the external site.  I suspect you did
that from your Hercules host, rather than the guest.

These are some things you can check.

Also provide more detail about your environment outside of your
Hercules host system and what OS is running on your Hercules host.

Also, has this ever worked or is it a new installation of Hercules.
