That’s not true. You needed an IBM customer which was freely available. You did not need to own an IBM Mainframe.
When I had a slow internet connection, I purchased a copy from cbttape.org for a copying fee.
Surely if IBM regarded MVS 3.8J as copyright they wold have asked cbttape.org to stop distributing it.
