Please show us the exact set of Windows command-line ftp commands you are issuing.  When I try it on my Windows 7 system, it works just fine.

Is the file you are trying to 'put' ascii or binary?  Did you enter the "binary" command before doing your put?  Trying to put a large binary file in ascii mode might cause problems!
