 I'm pretty sure that Fish told you to turn off the hardware offloading:

 Why are you using the OAT instated of the configuration that I asked you to use?  Why have me spend a lot of time helping you configure a stable setup and then pop this extraneous stuff in?

 

 and wtf is 192.168.1.161?  That's not one of the addresses that was anywhere in the discussion, the PC is 192.168.1.101, z/OS is 192.168.1.201, and the router is 192.168.1.1, where does 161 come into this scenario?

No one is going to be able to help you if you don't approach the problem systematically and stop have pieces of changes all over the place.

 I can no longer tell what all of the current settings are.  You are there and working with this so you probably (at least think) you know what you changed and what you have not.  I think you should revert back to the working system you used to have before (when you said that TCP and FTP worked) and then move forward again one piece at a time until you get the problem because you obviously aren't going to do this in any way that I can help you.

 It's very frustrating (for me) for you to assume that because you can get connected via VTAM that all of your  TCP stuff is working.  I assume that your latest test was successful in getting a TCPIP session going, but then instead of fixing the still remaining problems, you jumped right into testing FTP which you already had to know would fail  because you didn't change anything that was going to address that problem.  Did you bother to install and use WireShark to see what is happening or even turn on FTP's (or TCP) debugging, (nope).

 

 This latest event is another example of what Fish was referring to previously when I mentioned in my list response that if you don't want my help it was okay with me, and you were wondering what he meant.  You have a technical problem, completely brought on by your own actions (because you said it was all working fine "before"), and you asked for help but you seen to be hell bent on approaching it in what appears to be the single most inefficient and illogical method I could think of.
 

 When you are ready to approach this problem in a manner that has any hope of getting it fixed in anything other than the "edit (something), press enter and hope" method, let me know.  Until then, I'll wait for you to finish flailing around.
 

 Even with your methodology, if you install wireshark (and use it) as well as turning on FTP and TCP debugging, you will probably quickly see the problem.  Again, you claimed that TCP and FTP were working okay for you and you changed (something) and then they weren't, so it's unlikely that it's going to be a problem with Hercules or Fish's utilities, so that only leaves Windows and something you yourself changed.
