What's wrong, at least for the groups, with a set of moderated Usenet
newsgroups? I'm sure there are enough people here who would vote them into
existence!
comp.sys.hercules.mvs

comp.sys.hercules.vm
etc.
And I'm pretty sure that the moderator of comp.lang.asm.x86 would be
willing to help set up the required (auto-)moderation system.
Archiving would be done by Google...
