But from your memo   I just realized that I am at UTC +3  - Most of the time
I think in terms of LONDON + or New york + or IRAQ -  :)
 
 
I think most of the people on the site can do the conversions from UTC but
it's easier for humans to think in terms of LONDON - NEW YORK and TOKYO ,
EST, CET even ZULU etc. which they use all the time. 
COMPUTERS work best with UTC I agree,

Slightly off topic,

For the worldwide audience that is here, may I suggest that time be
expressed in UTC or offsets from it?  I guess that ROC is at UTC+3. 

To me, EST is UTC+10, not UTC-5.
