None of the prefix commands are working below line 18 on model
4 screens.

I tried to 'M'ove line 1 following line 19 and it didn't move the line
and 'M' was still showing on line 1.  But when I put the 'F' on line
18 it did move.

I was pleasantly surprised that a Move of line 1 following line 40 (on
2nd screen) worked.

These are not physical line numbers but the line numbers that appear
in the prefix area.

P.S. I was quilty of not ending an edit session by TSTUSR3 on Friday.
I left it idle for several hours. I'll try to be more careful.
