You can dedicate the console in the vmdir. Then when you logon the console is at address whatever you dedicated it as maybe at 010. Then you ipl or if you autolog it the ipl command can be set in the vmdir. It's really very simple, but normally you don't run a paging system under a paging system. VSE, or DOS/VS, or VS1 are good candidates to run under VM.
