Rebuild 6-pack system nucleus

I am trying to assemble the 6-pack nucleus to make a change to DMKSYS for my timezone.  Unfortunately, the EXEC that does this does not find any of the files on maint's B disk, even though I can see them myself in CMS.  

I've done this before on the 4-pack with now problem.  

What am I missing on the 6-pack?
