That's got to ne the stupidest bug I've seen in a long time. Accepting
either format (':' (colon) -or- '.' (period)) in one statement
(TIMEZONE_DEFINITION), but only accepting one specific format (':' (colon)
ONLY) in the other associated statement! (TIMEZONE_BOUNDARY)

And not only that, but the TIMEZONE_DEFINITION statement doesn't require th=
e
'mm' minutes or 'ss' seconds portion of the time either (both are option),
but the TIMEZONE_BOUNDARY statement *requires* BOTH! (even though no time
zone in existence switches to/from Daylight Saving Time at an exact second!
Let alone a specific minute!)

Sheesh! The IBM programmer that coded this mess ought to have his ass
removed.  >8-(

Anyway, it's fixed now.
