I believe Ubuntu has packages called something-devel-something (obviously I don't use Ubuntu). Without the development packages you won't have a C compiler or any of the other things necessary to build software. As for apt-get, that is something specific to Debian and Ubuntu distributions and not something under the control of the tn5250 project. Some distribution maintainer would have to upload new versions of the package to the distribution's servers for apt-get to have an effect.
