If you are doing this on Windows then Scott will have to answer whether or 
not the windows version supports scaling text.  As for xt5250/tn5250/x5250 
on linux/BSD/whatever it does not support scaling the text to match an 
arbitrary window size.  I'm working on this for x5250, albeit very slowly.

What you can do is specify font sizes instead of window sizes.  A larger 
font will give a larger window.  This works in xt5250 and x5250.
