Yup, I think this is the problem.

You can also do that on most versions of Linux. For example, to run a
custom program on tty1, change /etc/init/tty1.conf like so:

Comment out this line:

#exec /sbin/getty -8 38400 tty1

And replace with something more appropriate:

exec /usr/local/bin/QSYS/signon tty1

On my system, signon looks like a AS/400 signon screen and handles
logins the same way - but you get the idea.
