*** ADMIN: List archive changes

Folks:

I've made a change to how the mailing list archives 
(https://archive.midrange.com) are delivered.

I'm now using the AWS content delivery network (CDN) 'CloudFront'.

Currently the CDN is configured to do minimal caching but provide a 
world wide distribution network.

In the near future, I will be playing around with the settings to 
introduce caching.

Playing with the settings can cause disruption, so I will restrict those 
changes to the weekend whenever possible.  I will send out announcements 
when I am adjusting the settings.
