Well, answering my own question, adding

//STEPLIB  DD  DSN=HERC01.LIB1.LOAD,DISP=SHR

to SYS1.PROCLIB(TSOLOGON)

*does* work, but what if I want it global, regardless of logon procedure ?

Obviously I could add it to every logon procedure that might exist,
but that seems messy
