Yes, there is a DEFRAG program that takes care of your full volumes. 
You're a long way from needing it yet; trust me.

With a BLKSIZE of 19069, I surmise you're using 3350 DASD, since track 
length of a 3330 is 13030. Please correct me if I'm wrong.
