again...  how does this relate to the Turnkey system...
mvs 3.8 no program products, NO RACF

as a general point anyway 
if You lost the IBMUSER password... You are out of luck, nobody can help You
according to the RACF architecture You will need to find another user with  the authority to reset password.
since we did not install the system, we do not know what You should use
