Wine staging 9.11 release

Binary packages for various distributions will be available from:
https://www.winehq.org/download

Summary since last release
* Rebased to current wine 9.11 (428 patches are applied to wine vanilla)

Upstreamed (Either directly from staging or fixed with a similar patch).
* include: Add windows.networking.connectivity.idl

Removed (No longer required).

Added:
* [7955] oledb32: Mode can have multiple values as a string
* [56786] odbccp32: Correct lookup of DSN before writing to registry.

Updated:
* vkd3d-latest
* shell32-IconCache
* odbc-remove-unixodbc

The odbc patchset had a major update to support ODBC v2.0 drivers.  This 
allows ODBC 3.0 functions to use fallback functions when the native 
driver only supports ODBC 2.0 functions.

* Improve staging patches and get them accepted upstream.
* Suggest patches to be included in staging.
