Porting Wine to the other programming languages

Hello, everyone! I'm porting parts of WineHQ into other programming languages.

Simply came here to make developers aware of the code reuse. Hope everyone here is okay with that.

Example:

dialog.c reports "2.1 of the License, or (at your option) any later version"

Had to apply heuristics to restore some "high-levelness" of the code.
