The text of a law is also supposedly lacking in copyright protection.

Regarding court transcripts, that would include expressive speech by some 
witnesses, wouldn't it?  Normally that might be copyrightable, but maybe in 
the context of a court transcript it's not?  That's not an example of only 
government employees losing copyright protection, in that case...
