When you go to the M$ web site, you agree to the TOS, that says you can only use
software on the microsoft site if you accept the license. Apart from anything
else, if you don't accept the EULA, the installation program won't work, and it
won't download IE. Remember, you only get a 200K or so installer, then, if you
agree to the license, the installer download the IE files, so you can't install
IE without accepting the license. So again, even in Sweden you need a Windows
license if you want to install IE.
