Fair enough, I have now tried and this is a definite answer.

(But I still don't get why headers without a library are different
 from headers with a library. When you add that there is a library
 (in Wine) that you can refer to should the need arise, I feel even
 less clued in. That's my problem though.)

Last call for the Wine copyright holders to step forward, if I
don't hear from the remaining contributors within a couple of days,
I will try the less satisfactory ReWind (MIT/X11 license) route.
