My vote is as Mark's.  I don't view two lists as "exclusive clubs" or 
anything, but a nice way to separate issues.  I am a programmer, but from the 
CIPE perspective I'm more a user.  I would "lurk" on the dev list and try to 
stay more active on the user list, if there were two.
