RE: cipe-win32 service fails to start

That would explain it - linux allows you to bind to a non-existant address
and forces it to be valid.  The Win32 version does not.  The local IP
address must be on one of the local subnets for the machine, preferably the
one on which the outbound packets will leave and inbound packets will
arrive, even if this is a private address that is never seen by the other
end.  Your config, if I read it correctly, would use 192.168.5.3 or more
likely another address on this subnet.  The address you specify is
deliberately not sent in any packets, so the other end will still see the
external IP address correctly.
