that's because the cipe as such doesn't install any
/etc/sysconfig/networking-scripts/if{down,up}-cipcb scripts
and fc2 doesn't have a cipe rpm anymore.

you can still run cipe manually for example :
ciped-cb /etc/cipe/options-cipcb0

putting it in foreground with 'debug=1' in options-file may help in this case.

(ofcourse you can update the scripts from an older installation
  and run it as before. worth notice is that you needed to have
  the /etc/sysconfig/network-scripts/ifcfg-cipcbX files for cipe
  interfaces)
