Starting a CIPE interface in the down state

I have two hosts (A) and (B) that are connected via a cipe link.

However due to firewall, NAT and dynamic IP issues the connection must be initiated from host (A) and I must use manual keying (can't use pkcipe).

I am using the stayalive=true option on host (B).

However when I start ciped-cb on host (B) it initially creates the cipe device in the "up" state even though the peer IP is 0.0.0.0.
As a result of this the ip-up script also gets run.

Is there a way to start ciped-cb on host (B), but have the cipe device put into the "down" state until it actually receives some packets from (A)?
