I've noted an issue with CIPE recently that required some other ethx interface to be up and running before you load the cipcb *module*. Not doing this causes a kernel panic. Why is beyond me, and I haven't investigated that much to be honest. Caused me no end of grief for quite a long time. Now I just make sure my eth modules are loaded and the interface is up and allow cipcb to autoload later. Let me know if this helps.
