You should probably upgrade to a newer version of the NDK. The various Android build files (like senenv-android.sh and Android.mk) work with r17 and above, if I recall. r17 is needed because the Android folks changed the directory layout at r17 (yet again), so we had to change our scripts to match the new layout.
