--enable-gpg-is-gpg2 broken since 2.4.6

Hello,

just for information: When you compile GnuPG 2.4.6 or 2.4.7 with --enable-gpg-is-gpg2, make install fails complaining about missing gpg.1 and gpgv.1. GnuPG 2.4.5 works.

(I have seen that you completely remove this option from GnuPG 2.5 so decide yourself whether this is still worth a bug tracker entry.)
