Now that GNUPG v I don't know about this. McEliece was added to Libgcrypt but there is no plan to add it to GnuPG. The old agreement we had with the PGP.com folks (PRZ and Jon Callas) still holds. This is to limit the proliferation of algorithms to the absolutely necessary list. For example only for political reasons we had to add algorithms like Camellia, Brainpool, and now FIPS-203 but that's it.
